Add Shipping/Handling Charges To USPS and UPS Calculation CC4

This Mod will allow you to add your own customizable handling rates to the USPS and UPS live rates that you have enabled. These can be added per shipping class and are applied to a customers cart in their shipping options based on their total cart weight AND/OR a total cart dollar amount.

for instance you can configure:
For all purchases using USPS First Class in the US Zone add 4.50 handling if the cart total shipping weight range is between 0 - 15 lbs OR the price range is between $0 - 75.00

if configured like this it means that:the live USPS First class rate  will have 4.50 appended to it before displaying the shipping cost to the consumer if their  total cart weight arrange is between 0-15 lbs OR their price range of total dollar amount in the cart is between $0 - 75.00 .

similarly you can configure the mod have another First Class handling rate that begins adding handling at $75.01 - 100.00 AND/OR 16-25lbs.
